Neurosurgery for psychiatric disorders, also sometimes referred to as psychosurgery, is rapidly evolving, with new techniques and indications being investigated actively. Many within the field have suggested that some form of guidelines or regulations are needed to help ensure that a promising field develops safely. Multiple countries have enacted specific laws regulating NPD. This article reviews NPD-specific laws drawn from North and South America, Asia and Europe, in order to identify the typical form and contents of these laws and to (...) set the groundwork for the design of an optimal regulation for the field. Key challenges for this design that are revealed by the review are how to define the scope of the law, what types of regulations are required, and how to approach international harmonization given the potential migration of researchers and patients. AI research is growing rapidly raising various ethical issues related to safety, risks, and other effects widely discussed in the literature. We believe that in order to adequately address those issues and engage in a productive normative discussion it is necessary to examine key concepts and categories. One such category is anthropomorphism. It is a well-known fact that AI’s functionalities and innovations are often anthropomorphized. The general public’s anthropomorphic attitudes and some of their ethical consequences have been widely discussed in (...) the literature. However, how anthropomorphism permeates AI research itself, and what the epistemological and ethical consequences of this might be have received less attention. In this paper we explore this issue. We first set the methodological/theoretical stage, making a distinction between a normative and a conceptual approach to the issues. Next, after a brief analysis of anthropomorphism and its manifestations in the public, we explore its presence within AI research with a particular focus on brain-inspired AI. Finally, on the basis of our analysis, we identify some potential epistemological and ethical consequences of the use of anthropomorphic language and discourse within the AI research community, thus reinforcing the need of complementing the practical with a conceptual analysis. The recently published BRAIN 2.0 Neuroethics Report offers a very helpful overview of the possible ethical, social, philosophical, and legal issues raised by neuroscience in the context of BRAIN’s research priorities thus contributing to the attempt to develop ethically sound neuroscience. In this article, we turn to a running theme of the document: the need for an ethical framework for the BRAIN Initiative and for further integration of neuroethics and neuroscience. We assess some of the issues raised and provide an (...) explanation of how we have addressed them in the Human Brain Project. We offer our experience in the HBP as a potential contribution to the international debate about neuroethics in the big brain initiatives. Our hope is that among other things, the type of exchange proposed by this AJOB special issue will prove productive in further identifying and discussing the issues and in inspiring appropriate solutions. Starting with a recall of the overwhelming feeling, voiced by many thinkers, that the post-WWII era brought about the ‘sense of an ending’ of history as Mitsein, the essay explores the renewed necessity to re-learn to be together in the wake of the worst modern pandemic by appealing to Jean-Luc Nancy’s imagination of a community without community. Nancy’s plea for a singular togetherness will be re-examined in relation to his view that COVID-19 makes us equal and ‘communizes’ us, including in (...) our respective isolations, which we attempt to re-interpret within the critical framework, in memory studies, of what James E. Young called ‘collected memory’. Inflecting Maurice Halbwachs’s original ‘collective memory’ to allow for the many discrete, fragmented memories of disparate individuals united in common moments of remembrance, ‘collected memory’ will be seen as a hyphenated process of ‘re-membering’, a poetic piecing together of disjointed, scattered members and isolated communities gathered in virtual unison through their respective losses. Increasingly, national governments across the globe are prioritizing investments in neuroscience. Currently, seven active or in-development national-level brain research initiatives exist, spanning four continents. Engaging with the underlying values and ethical concerns that drive brain research across cultural and continental divides is critical to future research. Culture influences what kinds of science are supported and where science can be conducted through ethical frameworks and evaluations of risk. Neuroscientists and philosophers alike have found themselves together encountering perennial questions; these questions are (...) engaged by the field of neuroethics, related to the nature of understanding the self and identity, the existence and meaning of free will, defining the role of reason in human behavior, and more. With this Perspective article, we aim to prioritize and advance to the foreground a list of neuroethics questions for neuroscientists operating in the context of these international brain initiatives. Responsible Research and Innovation (RRI) is an important ethical, legal, and political theme for the European Commission. Although variously defined, it is generally understood as an interactive process that engages social actors, researchers, and innovators who must be mutually responsive and work towards the ethical permissibility of the relevant research and its products. The framework of RRI calls for contextually addressing not just research and innovation impact but also the background research process, specially the societal visions underlying it and the (...) norms and priorities that shape scientific agendas. This requires the integration of anticipatory, inclusive, and responsive dimensions, and the nurturing of a certain type of reflexivity among a variety of stakeholders, from scientists to funders. In this paper, we do not address potential limitations but focus on the potential contribution of philosophical reflection to RRI in the context of the Ethics and Society subproject of the Human Brain Project (HBP). We show how the type of conceptual analysis provided by philosophically oriented approaches theoretically and ethically broadens research and innovation within the HBP. We further suggest that overt inclusion of philosophical reflection can promote the aims and objectives of RRI. (shrink)

This article explores the world of theatre from within and beyond the stage and brings together Roland Barthes as a critic and Samuel Beckett as a playwright via a third character, the Romanian-born playwright Eugène Ionesco, who anathematized the former and admired the latter. The article starts from Martin Esslin’s The Theatre of the Absurd (1961), which defined Beckett’s and Ionesco’s art, pointing out that whilst Esslin showed why their works produced ‘bewilderment’ in England and the US, he ignored the (...) Paris debates of the 1950s to early 1960s. It then covers the intricate history of Barthes’s polemical articles on avant-garde theatre and focuses on Barthes hailing Bertolt Brecht as an innovator who redefined theatre as belonging to a community. The next section engages with Beckett’s and Ionesco’s ideas on staging and their relation to Brecht and the Brechtians. The epilogue proposes a reading of Ionesco’s satirical play Improvisation or the Shepherd’s Chameleon (1955), which features Barthes and two other representatives of nouvelle critique as characters. Within the last decades, brain science has been offering new insights into the relationship among diverse psychological processes and the neural correlates of our moral thought and behavior. Despite the distinction between the explanatory/descriptive nature of science and the normative nature of morality, some neuroethicists have claimed that neuroscientific findings have normative implications. In this paper, I identify three interpretations of the claim. The first focuses on neuroscience’s role in explaining the origin of morality and of moral values and how (...) neurobiology is the bases of moral behavior. A second version is about the role that neuroscientific knowledge can play in showing the psychological plausibility of the moral psychology underlying some ethical approaches. Finally, a third version advances that neuroscience could play a role in determining the moral plausibility of some normative approaches. My aim is to delineate each version and highlight the issues raised to suggest that while neuroscience might provide information regarding the nature of moral reasoning, its role in the normative discussion itself is still quite limited. Recently, some have proposed moral bioenhancement as a solution to the serious moral evils that humans face. Seemingly disillusioned with traditional methods of moral education, proponents of bioenhancement believe that we should pursue and apply biotechnological means to morally enhance human beings. Such proposal has generated a lively debate about the permissibility of moral bioenhancement. We argue here that such debate is specious. The claim that moral bioenhancement is a solution – whether permissible or not – to the serious moral (...) problems that affect human beings is based on several problematic framing assumptions. We evaluate here three of such assumptions: the first rests on a contested understanding of morality, the second consist in a mistaken conception of human moral problems, and the third relates to problematic presuppositions grounding the interpretation of existent scientific evidence presented to defend moral bioenhancement. Once these framing assumptions are identified and critically evaluated, it becomes clear that the moral bioenhancement debate is misguided. (shrink)

Lo que aquí se presenta son los resultados de una investigación llevada a cabo en la Universidad Autónoma del Estado de México en el periodo de enero de 2014 a abril de 2015. El objetivo: fue determinar los saberes específicos, métodos de enseñanza y valores sociales (...) que deben poseer los profesores universitarios desde la perspectiva de los estudiantes para la identificación de aquellos principios que deben orientar la formación y actualización docente. Método: consideró el cualitativo y la técnica de la encuesta; fueron aplicados 119 cuestionarios diseñados en Escala de Likert, a igual número de estudiantes; el instrumento de 48 reactivos fue construido con base en tres grandes "baterías" o ejes: "Saberes de un buen docente", "Métodos o estrategias de enseñanza", y "Actitudes y valores". Resultados: se resaltan los saberes pedagógicos y didácticos como aquéllos que los estudiantes visualizan que les hacen falta a sus docentes; de éstos, son los métodos de enseñanza eminentemente prácticos, y aquellos vivenciales o más cercanos a la realidad los que se consideran como importantes. En términos de las actitudes y valores sociales que deben tener y demostrar los profesores, se encuentran la actitud profesional, la actitud de servicio, así como la responsabilidad y la ética. Conclusiones: se discute aquello que se considera deben saber, y lo que necesitan mejorar los docentes universitarios. However, the professors consider those teaching methods essentially practical, based on past experiences or closer to the reality as the most important ones. There are some attitudes and social values that professors must have and demonstrate, as well as the professional attitude, the service attitude, responsibility and ethics. ABSTRACT Marie E. Zakrzewska (1829–1902) is known among historians of women and medicine for her advocacy of the natural sciences at a time when most women physicians preferred to emphasize their nurturing qualities. This article suggests that Zakrzewska’s views have been poorly understood because scholars have tried to position them along a fault line that divides femininity and sympathy from masculinity and science. It suggests instead that feminist scholarship on the “situatedness of gender” offers a more promising conceptual framework for (...) understanding the diverse strategies women (and men) have utilized in trying to achieve their goals. Zakrzewska, unlike many of her colleagues, did not seek to empower feminine virtues as a way of justifying women’s entry into the medical profession. Instead, she tried to reappropriate science for women and to use it as a weapon against the barriers designed to keep women out of the public sphere. Abstract:Given the cultural psychoanalytic tradition that shapes the thought of Argentineans and their current skepticism with regard to neurosciences when it comes to understanding human behavior, this article addresses the question of how a healthy neuroethics can develop in the country.

Presents a unique view of the current state of development of bioethics in Latin America.

In 1936, the journalist Hannah Lees published “Two Million Tightrope Walkers,” drawing attention to the significant number of people in the United States estimated to have diabetes. Focusing on how people with diabetes should live, she emphasized the importance of recording the exact values of everything they ate and avoiding all “riotous living” lest they be unable to keep careful measurements of calories, insulin, and sleep. Employing two meanings of measured – as counted and as moderate – Lees was doing (...) more than communicating how someone might control their disease; she was also calling for a “controlled and self-reliant citizenry.” Indeed, Lees insisted that diabetics who followed a regime of measurement “make a good deal better citizens than the average.” Drawing on the writings of Lees and other social commentators, I explore the link between biometrics, citizenship, and diabetes in the United States in the interwar years. In particular, I look at how this disease came to symbolize both the regimes of discipline thought to be necessary in a society moving to consumption as its economic motor, and the fears of what could happen if consumption ran amok. Biometrics, I argue, offered clinicians and patients a potent tool for measuring deviance and, potentially, for restoring a person to the “norm.”. (shrink)

:In this article, we begin by identifying three main neuroethical approaches: neurobioethics, empirical neuroethics, and conceptual neuroethics. Our focus is on conceptual approaches that generally emphasize the need to develop and use a methodological modus operandi for effectively linking scientific and philosophical interpretations. We explain and assess the value of conceptual neuroethics approaches and explain and defend one such approach that we propose as being particularly fruitful for addressing the various issues raised by neuroscience: fundamental neuroethics.

The mediating links between these moments is the centrality of the epochal history of Being, the power of cultural and disciplinary practices, and the dispersal of meaning in the post-Husserlian and post-subjective philosophies of Heidegger, Foucault, Derrida, and others. Ethics and Danger examines Heidegger’s association with German National Socialism and attempts to understand both the question of politics in Heidegger’s thought and the thought that gives rise to that question. It explores the contribution of Heidegger’s work to issues of ethics, technology, and social theory, as well as his relationship to other thinkers such as Parmenides, Aristotle, Hegel, Husserl, Benjamin, Levinas, Rorty, Foucault, and Derrida. Finally, it addresses the more general question of the future of ethical thought within continental (...) philosophy. In order to engage the ethical issues surrounding Heidegger’s life and thought, the authors speak of dangers such as facism and the facile, self-congratulatory moral stance that Heidegger exemplifies. In this article, the authors focus on Argentina's activity in the developing field of regenerative medicine, specifically stem cell research. They take as a starting point a recent article by Shawn Harmon (published in this journal) who argues that attempts to regulate the practice in Argentina are morally incoherent. The authors try to show first, that there is no such ‘attempt to legislate’ on stem cell research in Argentina and this is due to a number of reasons that they explain. (...) Second, by examining the role played by different values, conflicting legal and moral views, and the influence of various actors, they attempt to show that the legislative silence regarding stem cell research may not necessarily be a manifestation of a legal/moral disconnection but rather a survival strategy for navigating the long and heated battle on the moral status of the embryo and the kind of treatment it deserves. RESUMEN La formación de profesionales competentes y comprometidos con el ideal de justicia social y solidaridad humana es un reto para las universidades médicas en Cuba. El protagonismo estudiantil en este contexto contribuye a formar jóvenes autodeterminados, críticos, reflexivos, que se hagan cargo de su desarrollo profesional y participen de forma creadora en la transformación de la sociedad. Se realizó una investigación cualitativa en la Universidad de Ciencias Médicas de Camagüey, con el objetivo de valorar la visión que tienen los (...) líderes estudiantiles sobre el protagonismo estudiantil, los factores que lo limitan y acciones para perfeccionarlo. Se utilizaron las técnicas entrevista estructurada, entrevista grupal y observación participante a una muestra de once dirigentes estudiantiles. Se logró identificar que los dirigentes estudiantiles tienen una visión acertada sobre el protagonismo estudiantil y señalan factores que limitan el protagonismo, asociados a los propios estudiantes, los profesores, las autoridades universitarias y la institución. ABSTARCT The formation of competent and committed professionals with the ideal of social justice and human solidarity is a challenge for the medical universities in Cuba. The student-leading role in this context helps to form self-determined, critical, reflective young people, who take charge of his professional development and take part of creative form in the transformation of the society. A qualitative investigation was carried out in the University of Medical Sciences, with the objective to value the vision that the student leaders have on the student-leading role, the factors that limit it and actions to perfect it. There used the techniques structured interview, group interview and taking part observation to a sample of eleven student leaders. It was identified that the student leaders have an appropriate vision on the student-leading role and indicated factors that limit the leading role, associated with the proper students, the teachers, the university authorities and the institution. This superb account of the development of scientific research in the state of Baden places the growth of science in nineteenth century Germany within a broad social and economic context. The book analyses the progress of scientific research and its institutionalization in the state university system. Focusing on the experimental sciences, the book explores the introduction of the research ethic into the university medical curriculum, and the process by which laboratory science came to be an essential pedagogical tool in the (...) education of future citizens of the state. The social and economic changes that ultimately transformed Germany into a modern industrial state are also considered. It was within this setting that laboratory training, once considered inappropriate for university studies, grew in status, and that dissatisfaction with the overly theoretical education traditionally offered by the universities began to increase. Thus, much like computers today, the scientific method in the nineteenth century came to represent an instrument for teaching not only specific skills but also a particular way of approaching, analyzing, and solving the problems of an industrializing economy. This paper explores the implications for medical decision-making of the communitarian view. The launching point is a sketch and clarification of the communitarian view which I characterize in terms of its fundamental commitment to the relational self. This commitment poses a challenge to much traditional work in bioethics for it asks us to start focusing not on rights and individualistic conceptions of interests and autonomy but on those values needed to sustain communities. In this article, we present and analyse the concept of Digital Twin linked to distinct types of objects and examine the challenges involved in creating them from a fundamental neuroethics approach that emphasises conceptual analyses. We begin by providing a brief description of DTs and their initial development as models of artefacts and physical inanimate objects, identifying core challenges in building these tools and noting their intended benefits. Next, we describe attempts to build DTs of model living entities, such as (...) hearts, highlighting the novel challenges raised by this shift from DTs of inanimate to DTs of living objects. Against that background, we give an account of contemporary research aiming to develop DTs of the human brain by building "virtual brains", e.g. the simulation engine The Virtual Brain as it is carried out in the European Human Brain Project. Since the brain is structurally and functionally the most complex organ in the human body, and our integrated knowledge of its functional architecture remains limited in spite of recent neuroscientific advances, the attempts to create virtual copies of the human brain are correspondingly challenging. We suggest that a clear scientific theoretical structure, conceptual clarity and transparency regarding the methods and goals of this technological development are necessary prerequisites in order to make the project of constructing virtual brains a theoretically promising and socially beneficial scientific, technological and philosophical enterprise. The recently published Guidelines on Disorders of Consciousness by the European Academy of Neurology and by the American Academy of Neurology in collaboration with the American Congress of Rehabilitation Medicine and the National Institute on Disability, Independent Living, and Rehabilitation Research stand as the most ambitious international attempts to provide clear and standardized recommendations to clinicians working with patients with DoCs. They offer an updated, timely, and wide-ranging list of recommendations for the diagnosis, prognosis, and clinical care of affected patients. (...) However, while commendable, the guidelines pose a number of questions including some related to the practical implementation of their recommendations. In this article, the authors focus on Argentina's activity in the developing field of regenerative medicine, specifically stem cell research. They take as a starting point a recent article by Shawn Harmon (published in this journal) who argues that attempts to regulate the practice in Argentina are morally incoherent. The authors try to show first, that there is no such ‘attempt to legislate’ on stem cell research in Argentina and this is due to a number of reasons that they explain. (...) Second, by examining the role played by different values, conflicting legal and moral views, and the influence of various actors, they attempt to show that the legislative silence regarding stem cell research may not necessarily be a manifestation of a legal/moral disconnection but rather a survival strategy for navigating the long and heated battle on the moral status of the embryo and the kind of treatment it deserves. In this article, we present and analyse the concept of Digital Twin (DT) linked to distinct types of objects (artefacts, natural, inanimate or living) and examine the challenges involved in creating them from a fundamental neuroethics approach that emphasises conceptual analyses. We begin by providing a brief description of DTs and their initial development as models of artefacts and physical inanimate objects, identifying core challenges in building these tools and noting their intended benefits. Next, we describe attempts to build DTs (...) of model living entities, such as hearts, highlighting the novel challenges raised by this shift from DTs of inanimate to DTs of living objects. Against that background, we give an account of contemporary research aiming to develop DTs of the human brain by building "virtual brains", e.g. the simulation engine The Virtual Brain (TVB) as it is carried out in the European Human Brain Project. Since the brain is structurally and functionally the most complex organ in the human body, and our integrated knowledge of its functional architecture remains limited in spite of recent neuroscientific advances, the attempts to create virtual copies of the human brain are correspondingly challenging. We suggest that a clear scientific theoretical structure, conceptual clarity and transparency regarding the methods and goals of this technological development are necessary prerequisites in order to make the project of constructing virtual brains a theoretically promising and socially beneficial scientific, technological and philosophical enterprise. Recently, some have proposed moral bioenhancement as a solution to the serious moral evils that humans face. Seemingly disillusioned with traditional methods of moral education, proponents of bioenhancement believe that we should pursue and apply biotechnological means to morally enhance human beings. Such proposal has generated a lively debate about the permissibility of moral bioenhancement. We argue here that such debate is specious. The claim that moral bioenhancement is a solution - whether permissible or not - to the serious moral (...) problems that affect human beings is based on several problematic framing assumptions. We evaluate here three of such assumptions: the first rests on a contested understanding of morality, the second consist in a mistaken conception of human moral problems, and the third relates to problematic presuppositions grounding the interpretation of existent scientific evidence presented to defend moral bioenhancement. Once these framing assumptions are identified and critically evaluated, it becomes clear that the moral bioenhancement debate is misguided. (shrink)

As neuroethics continues to grow as an established discipline, it has been charged with not being sufficiently sensitive to the way in which the identification, conceptualization, and management of the ethical issues raised by neuroscience and its applications are shaped by local systems of knowledge and structures. Recently there have been calls for explicit recognition of the role played by local cultural contexts and for the development of cross‐cultural methodologies that can facilitate meaningful cultural engagement. In this article, we attempt (...) to fill this perceived gap by providing a culturally situated analysis of the practice of electroconvulsive therapy (ECT) in Argentina. ECT was introduced as a psychiatric treatment in Argentina in the 1930s but it is largely underutilized. While the use of ECT remains low in several countries, what makes the Argentinian case interesting is that the executive branch of government has taken a stance regarding both the scientific and moral appropriateness of ECT, recommending its prohibition. Here, we begin with a recent controversy over the use of ECT in Argentina and explain the legal recommendation to ban its application. Next, we offer an overview of some of the salient aspect of the international and local discussions on ECT. We argue that the governmental recommendation to ban the procedure should be rethought. While acknowledging the role that contexts and local conditions play in shaping the identification and assessment of the relevant ethical issues, we caution against using contextual and cultural considerations to avoid a necessary ethical debate on controversial issues. This collection brings together fourteen contributions by authors from around the globe. Each of the contributions engages with questions about how local and global bioethical issues are made to be comparable, in the hope of redressing basic needs and demands for justice. These works demonstrate the significant conceptual contributions that can be made through feminists' attention to debates in a range of interrelated fields, especially as they formulate appropriate responses to developments in medical technology, global economics, population shifts, and poverty.

Ethical reflection on Artificial Intelligence has become a priority. In this article, we propose a methodological model for a comprehensive ethical analysis of some uses of AI, notably as a replacement of human actors in specific activities. We emphasize the need for conceptual clarification of relevant key terms in order to undertake such reflection. Against that background, we distinguish two levels of ethical analysis, one practical and one theoretical. Focusing on the state of AI at present, we suggest that regardless (...) of the presence of intelligence, the lack of morally relevant features calls for caution when considering the role of AI in some specific human activities. Despite its successes, to date Artificial Intelligence (AI) is still characterized by a number of shortcomings with regards to different application domains and goals. These limitations are arguably both conceptual (e.g., related to the underlying theoretical models, such as symbolic vs.connectionist), and operational (e.g., related to robustness and ability to generalize). Biologically inspired AI, and more specifically brain-inspired AI, promises to provide further biological aspects beyond those that are already traditionally included in AI, making it possible to assess and possibly (...) overcome some of its present shortcomings. This article examines some conceptual, technical, and ethical issues raised by the development and use of brain-inspired AI. Against this background, the paper asks whether there is anything ethically unique about brain-inspired AI. The aim of the paper is to introduce a method that has a heuristic nature and that can be applied to identify and address the ethical issues arising from brain-inspired AI (and from AI more generally). The conclusion resulting from the application of this method is that, compared to traditional AI, brain-inspired AI raises new foundational ethical issues and some new practical ethical issues, and exacerbates some of the issues raised by traditional AI. Contemporary ethical analysis of Artificial Intelligence is growing rapidly. One of its most recognizable outcomes is the publication of a number of ethics guidelines that, intended to guide governmental policy, address issues raised by AI design, development, and implementation and generally present a set of recommendations. Here we propose two things: first, regarding content, since some of the applied issues raised by AI are related to fundamental questions about topics like intelligence, consciousness, and the ontological and ethical status of humans, (...) among others, the treatment of these issues would benefit from interfacing with neuroethics that has been addressing those same issues in the context of brain research. Second, the identification and management of some of the practical ethical challenges raised by AI would be enriched by embracing the methodological resources used in neuroethics. In particular, we focus on the methodological distinction between conceptual and action-oriented neuroethical approaches. We argue that the normative discussion about AI will benefit from further integration of conceptual analysis, including analysis of some operative assumptions, their meaning in different contexts, and their mutual relevance in order to avoid misplaced or disproportionate concerns and achieve a more realistic and useful approach to identifying and managing the emerging ethical issues.
